(WAR EMERGENCY RADIO SERVICE-WERS- a. Civil Defense Service in the US from 1942-1945. It was replaced by RACES. WERS was to provide communications in connection with air raid protection and communications during natural disasters.
Licenses were given to communities not individuals. One requirement for individuals was they were amateur radio operators.)
